B&R Changes, Shards of Alara, and Extended |

On September 1, the the DCI announced several changes for the Banned and Restricted list.
Extended
Sensei's Divining Top is banned
Legacy
Time Vault is banned*
Vintage
Time Vault is restricted*
Chrome Mox is no longer restricted
Dream Halls is no longer restricted
Mox Diamond is no longer restricted
Personal Tutor is no longer restricted
Time Spiral is no longer restricted
*Time Vault's power-level errata will be removed in conjunction with the next Oracle update on September 26. The Update Bulletin on September 24 will contain Time Vault's new Oracle text and an explanation of the change.

These changes become effective for all tournaments on www.magic-league.com on the same day.
Unless specified otherwise, any tournament held before September 20th will not account for these changes (though most tournaments have announcements regarding if they're post-rotation, September 20th, or current Extended).
Extended (T1.X) will rotate on October 3rd; it will contain Onslaught Block, Eighth edition, and all sets after that. In this new Extended (to be labeled (T1.X*), Sensei's Divining Top is not legal, and the rotation will be incorporated. Current post-rotation Extended (T1.X*) minis are presently without Shards of Alara™. On October 3rd, Shards of Alara™ becomes legal for Constructed and Eternal play. On magic-league, Shards of Alara™ is legal once the set is spoiled. However, tournaments held before October 3rd must specify if they're using Shards of Alara™ or not. Constructed and Eternal minis created before the official gatherer patch is released by magic-league will be ranked in the "Other" rating category. Also of note is that there is a difference between September 20th Extended and Post-rotation extended (T1.X*); both have Sensei's Divining Top banned, but in the latter, Invasion block, Odyssey block, and Seventh Edition are not legal.
Patches engendered without gatherer may contain incorrect information that causes games to be lopsided. One example is Changeling Berserker from Lorwyn™. Until the card was officially confirmed, it had a manacost of 1R (instead of 3R), which is pretty cheap for a 5/3 Haste creature. Several people gained rating because of that error. If they'd have played it in Constructed, that rating would probably not be deserved. Winning because of incorrect information about future cards should not be reflected in the Constructed ratings.

When you say the official gatherer patch, do you mean the one created by the staff from slightlymagic.net? That's usually the one I use.

by now the gatherer contains all cards by the date of the prerelease start,so i dont think that you would have to wait long
